Currently, the edit_items permission allows users to both add and edit items.
We have a central department that does all the library processing and we'd like
to ensure that only the staff in that department be allowed to add items in
order to ensure consistency and quality in our records.
Ideally, the central department would be able to use the add_items and
edit_items option and our staff on the campuses would be able to edit_items
only (combined with the edit_items_restricted option).
