When creating a new staff member and setting their permissions such that the
create_reports option is disabled AND the execute_reports option is enabled,
the staff member cannot run any reports at all. They can only run reports when
both create_reports and execute_reports are enabled. We should be able to
disable staff members options to create reports while not affecting their
ability to run reports.
