Holds to pull list does not show available item, if there already is another
item in that library waiting for pickup.
Steps to get the problem:
1. Make sure that your circulation rules allow holds to available items
2. Make two holds for a book to library A where there are more than one
available items
3. Check in one item and confirm hold -> item is now in pick up shelf
4. Look at holds to pull list - library A does not show on holds to pull list
