As per https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=23329#c87,
tracklinks.pl will try to generate an intranet 404 instead of an OPAC 404 if
the script is visited without the syspref being activated or if the URL is not
a valid one to redirect to.
