Some installations have disabled OPAC making opac-retrieve-file.pl
inaccessible. It then becomes difficult retrieving public uploaded files in
staff client. One may use upload.pl to download by file id, but it requires
tools.upload_general_files permission.
Add a better mechanism to retrieve files in staff client.
