On invoice.pl, if the vendor is set up so prices at receiving do not include
tax, we hide the "Total tax inc" column in invoice details. If there is a tax
rate associated with this vendor and tax has been calculated and charged, we
should show the "Total tax inc" column. Otherwise the user ends up having to
either click the reveal the column or do the math themselves.
