To recreate:
1. Set all library 'Default holds policy by item type' to No Holds Allowed
2. Set another library's ( Centerville ) 'Default holds policy by item
type''Default holds policy by item type' to 'any library'.
3. Find an item of that type from Centerville.
4. No place hold button on the toolbar in the staff client
5. Log into the OPAC as a patron from Centerville and try to place a hold on
that item type. There is no place hold button when there should be.
