At the moment the only way to deactivate one of the AR_ notices, like
AR_PENDING, is to delete the notice template. If you have a lot of templates,
for example for different branches, this can be quite tedious if you want to
deactivate the feature temporarily or for testing purposes.
It would be nice if it was configurable which notices will be sent.
