Like circulation rules, the new MARC overlay rules have a hierarchy of
specificity and will enforce the most specific rule applicable. With that in
mind, it would be helpful to have the option to sort the list of rules on
marc-overlay-rules.pl to reflect that specificity and enforcement priority, as
we do the circ rules.
