When a plugin is installed/upgraded, it would be good to send a SIGHUP to the
Starman master, so that Koha will gracefully restart itself.
As Kyle noted on the listserv, it is especially useful for plugins that add API
routes, since the API can't use those until Starman workers are restarted.
By doing a graceful restart, no active HTTP requests are interrupted.
