From the terminology list, "Only use "&" when part of a proper noun or a common
abbreviation, such as Baker & Taylor or R&D. Otherwise use "and". "
Update needed for the page titles, description and breadcrumbs for Tools >
Patrons and circulation > Notices & slips.
