In a multi-branch installation, sometimes some libraries will fetch items from
the shelf for their users, while others might not.
We do have the on-shelf setting in circulation rules, but if you set this to
"only when all items are checked out" (no), you will no longer be able to
request a delivery to another branch. - So in order to keep that working, we
need to allow on-shelf holds.
It would be nice to have OPACHoldsIfAvailableAtPickup not only on global level,
but also as a per library setting. Possibly with
OPACHoldsIfAvailableAtPickupExceptions moved as well.
