We should more clearly document the expected formats for IntranetNav.
At the very least, the markup expects the content of the nav to be inside a
<li> as bug 12688 highlights.. but one could also setup a dropdown menu using
standard bootstrap syntax.
We should replace '(should be a list of links or blank)' with something more
descriptive and perhaps give some examples.
