It would be helpful if one could manually edit suggestions.biblionumber to link
a suggestion to an existing bib. This would be helpful when a suggestion is
made for a title the library already owns or when a library is using the
suggestions module without specifically generating bibs/orders from the
suggestions in acquisitions. Further, it could help lead to generating holds
from suggestions.
