To improve accessibility and reduce excessive scrolling we would like an option
for the "Manage Request" button on the list of ILL requests to appear on the
left of the screen. It currently displays on the far right of the screen and
normally requires scrolling beyond the columns displaying in the table for each
request to be processed.
