This is a regression, but I am not sure when it started. When receiving an
order in acq the Suggestion block now always shows, including a broken link:
http://localhost:8081/cgi-bin/koha/suggestion/suggestion.pl?suggestionid=&op=show
It should only show if there is a valid suggestoinid.
