The 'action' fieldset that we use to contain our action buttons at the end of a
form now feels distinct from the form itself.. the combined margin and padding
of the two fieldsets one above the over leads to a lot of 'greyspace' between
the 'box' of the form input section and the buttons in the action fieldset.
