When looking at the invoice summary view, especially with bug 31115 applied, we
see that there are some odd things:
* Adjustments is an h3, but I think it should be h2
* The h2 headings our outside the fieldsets/white boxes but following our work
on other pages, everything bug h1 should appear inside
* As additional fields and other invoice information share a submit button, it
makes sense for them to appear together, but the heading feelds to close to the
content above. Maybe we need some CSS for nested fieldsets
