If you want to allow patrons to place holds on items in other libraries but
they must be picked up from the holding library, then in the 'Default checkout,
hold and return policy',you set
Hold policy=From any library
and Hold pickup library match=From item's home library
This works for holds placed using the staff interface.
However for holds placed on the OPAC, the system sets the Pickup Location to
the patron's home library rather than the item's holding library.
