When enrolling a patron in a club, one clicks the Enroll button and is then
presented with any enrollment questions to answer before clicking Finish
Enrollment. For a club with no questions, this just gives enrollment an extra
click that's easy to miss.
Can we skip straight to complete enrollment in the absence of questions?
