To recreate:
- perform a search that returns no results
- on the No Results Found page, click Edit Search
- when the search page reloads, note that your search term is now wrapped in
double quotes
- enter your now-quoted search, then click Edit Search on the No Results page
again
- your search term is now double-double quoted
