How about an option to restart a hold that is waiting?
Currently, you can revert the waiting status to next in line, but sometimes
patrons or staff need to cancel the hold, and start the hold process again.
Perhaps the patron can't pick up the hold and wants to go back on the list, but
they need to go to the end of the queue again. This is a tedious process that
could be simplified with an action choice.
