Much like the system preference SubfieldsToAllowForRestrictedEditing it would
be helpful to have a system preference to determine what MARC fields could be
edited. For instance, consortiums may not want anyone to edit the leaders or
245, but would like staff to add 300, 306, or 5xx information.
Perhaps a sys pref and corresponding permission?
