I am no longer sure about this one.

For our backend we decided in the end to use holds, because we were missing too
many features like this one otherwise.

An ILL request is not:
* visible as ready for pick-up
* if you try to check it out to the wrong patron, it won't fail
* if you need to transport it to another pickup location, there is no process
for that
... 

Holds provide all that. So the question is if we really want to reimplement it
for ILL requests or better use the holds system for ILL requests as well,
creating a hold type of ILL maybe?

Note: we also decided not to use the checkout feature in the ILL module, the
items are checked out in circulation in our use case. This fits us better since
we don't want the items on the accounts until they have actually been picked up
and we want it possible to use SIP to check them out or any circulation staff
really, without ILL permissions.
