When SysPref 'UseACQFrameworkForBiblioRecords' is set to Don't use the
framework 'ACQ' for bibliographic records fields, then publication details you
enter to neworderempty.pl are inserted into tag 260 on the bibliographic
record, but they should be inserted to tag 264 instead.
