A checked-out item with a requested recall can be renewed from the staff client
without any override, and from the OPAC, (have not tested with autorenewal yet,
but I'd expect same behavior), thus negating the initial intent of the recall.
I'd expect it to parallel hold behavior where a hold on bib or item blocks
renewal of the item.
