A library can belong to more than one local hold group.
It would be nice if "Default checkout, hold and return policy" & "Holds policy
by item type" by library could be set by either "local hold group" (which
currently allows any branch in any local hold group it's in) OR to allow a
specific hold group.
Example of where having both would be useful:
Library Group A:
Library 1
Library 4
Library 5
Library 6
Library 7
No other branches (2, 3, 8) can place holds on any of those libraries items.
Library Group B:
Library 4
Library 5
Library 6
Group B wants a specific item type to be available to their patrons but not to
library 1 or 7, even if they're picking up at library 4, 5, or 6 for some
reason.
