There are some tables, where the filters are only at the bottom of the table,
which is not great usability. If a table is long enough for you to want to
filter it, it would be more practical to have the filters on top. It also would
make sense to always have them in the same spot.
Tables with filters at the bottom:
* Serials > claims
* Serials > List of subscriptions
Table with filters on top:
* Catalog > detail page > item table
* Patron search
