If you install the Norwegian sample data (specifically the sample patron
categories) and go to the Patrons page, then click on the patron category
dropdown to create a new patron, the Norwegian characters are displayed as
black diamonds with a question mark in them.
As far as I can tell, the sample data should be OK, and when they are displayed
in Administration > Patron categories, they do look ok.
