Sometimes a library may acquire a new copy of a book, or have a book in hand
that could more easily fill a hold than the current item Koha has selected.
Currently, librarians need to cancel and replace or revert a hold to enable
them to fill the hold with the desired item.
We should add a button on the holds tables that allows staff, with permission,
to scan a barcode and fill a hold directly.
