When adding or editing an item at additem.pl, the page loads at the in-page
anchor for the form. After applying an item template, the anchor is not used so
one must scroll to get back down to the form which is cumbersome on records
with many items.
To replicate:
1.) Click New > New Item from an existing record -- the page loads at the top
of the form
2.) Create an item template by filling in a field and clicking 'Save as
template' at the bottom
3.) Apply the item template -- the page loads at the top of the page rather
than the top of the form
