If a message is held for moderation, dmarc_moderation_action of munge From header is not applied after approval and thus the approved message would not be sent as DMARC. See https://bugs.launchpad.net/mailman/+bug/1334450 . Assuming messages are seldom held for moderation, bug 1334450 is not a problem which should necessarily prevent turning on DMARC for those who need it and are otherwise missing access to the Koha general mailing list from a work environment with a strict DMARC policy.
