If Coce is enabled and the provider Local Cover Images is used, LocalCoverImages still have to be set to Display if they want to add or edit an image in a record... I have a hard time understanding the benefit to hide the options related to the images... I believe the simplest way to correct that would be to just have the images options always visible in a bib details...
