This also doesn't make sense if a library uses Local Cover Images as a
CoceProviders option. If Coce is enabled and the provider Local Cover Images is
used, LocalCoverImages still have to be set to Display if they want to add or
edit an image in a record...

I have a hard time understanding the benefit to hide the options related to the
images...

I believe the simplest way to correct that would be to just have the images
options always visible in a bib details... Otherwise, we would need to change
the behavior to hide the options only if LocalCoverImages, OPACLocalCoverImages
AND Local Cover Images in CoceProviders (if Coce is used for OPAC or staff
interface) are all disabled.
