Hi Esther, you can make the notes field available to patrons using the 
OpacHoldNotes system preference. But we only have one note field then, so that
will make it double use for staff and patrons (good to know for sure). We have
a separate bug for having separate note fields: 

Bug 12358 - Split hold notes into public and internal hold notes

And if you look for hold notes there are also some more interesting ones.
