Clarifying a little -- currently the patch *does* generate a transfer when a
checked in item *meets* the floating limit. And I suppose that's what the text
on screen says: "if the checkin library has reached its' limit for that type of
item." That said, I feel like users may expect transfers to be generated only
when the limits are *exceeded*.
