The edit_catalogue permission (the subpermission under editcatalogue without
underscore) is titled
Edit catalog (Modify bibliographic/holdings data) (edit_catalogue)
However, it does not affect the ability to edit holdings (items). You need
edit_items for that.
We should rename it to something like "Add, modify, and delete bibliographic
records".
