The ability to report catalog concerns from the staff client is hidden away
under the 'New' button of the record.
We could expose a link from the 'Concerns' tab when in focus at the bottom of
the page and perhaps make the feature more discoverable by moving/replicating
the button outside of the 'New' menu somewhere too?
