When there are no catalog concerns we show a nice note "Congratulations, there
are no catalog concerns." on the detail page in the staff interface. But we
also still show the full datatable mark-up (paging, column headers, etc.).
We should just show the note, matching other similar ones like the acquisitions
detailstab.
