Currently in the authorities module when a user hits the dropdown for edit,
they have 3 options, Edit Record, Edit as new duplicate and Replace record via
z39.50/SRU. It would enhance the users workflow if there was a 4th option to
Modify Record using template. This would take them directly to the Batch MARC
record Modification tool to apply a template to the authority record.
