To test:
1. Create a new purchase suggestion via the Suggestions Management page under
Acquisitions.
2. Once you've saved and see the suggestion in the 'Pending' table, click on
refresh. Your new suggestion will be duplicated. If you click on refresh again
it will continue duplicating.
