Reproduce bug
1. Access to koha 24.05.01
2. Enable ERM
3. Access ERM and get syntaxt error
This is happens because ERM expect a JSON and it receives an 404 html messsage,
Testing the url accessing from ERM, API is not responding and ERM fail
Http://<koha-server>/api/vi1 --> not found
API endpoint is not available but all services are running fine..
I have checked on debian12 koha 24.05 and also using community' s koha demo
servers
