In the circulation and fine rules matrix, the default value set for Suspension
charging interval is 1. Cells in this column cannot be edited to contain a
value of 0 or left blank, and will only save the new value if it is >1. It
would be best if the default value for this column were blank, as it is
confusing for libraries not using Suspensions.
