It would be helpful if the language used to describe the FinesMode and
CalculateFinesOnReturn were refined in such a way to make it clear that you do
not have to run the fines.pl cron if you do not want fines to accrue on
accounts. A use case for this is when a library would like to calculate and
charge fines to a patron's account upon the return of the item, but would not
want fines (accruing) to show on the account prior to the item's return.
