Right now, the only permission for creating saved search filters is in
Administration: Manage saved search filters (manage_search_filters). It would
be helpful to have more granularity on these permissions so staff could CREATE
saved search filters and, separately, SHARE saved search filters. Many
reference librarians would find it helpful to have their own saved search
filters and administrators would like to be able to have the permission to use
that feature separate from making them visible to all users.
