The hours table in the main library table (the first one when you go to Administration > Libraries) is subject to CalendarFirstDayOfWeek. The one in the form (new library or edit existing) is also OK. BUT if you click on the name of the library, the days table is displayed with Sunday first regardless of CalendarFirstDayOfWeek.
