When adding top level Edit catalog (Modify bibliographic/holdings data)
(editcatalogue) permissions, the subpermission  Limit item modification to
subfields defined in the SubfieldsToAllowForRestrictedEditing preference 
(edit_items_restricted) is automatically selected and should not be.  

Since that subpermission is intended to restrict cataloging, it is not a
permission that top level users would need or want.  

Having that subpermission automatically checked causes a lot of "why can't I
edit this".  

Preferable behavior would be to have that subpermission unchecked when the top
level checkbox is selected.
