For consortiums and multi-library systems that use the serials module, there is
no way to limit what subscriptions are visible to staff. Currently with
permission to access the serials module staff can view all subscriptions.
It would be beneficial to add the serials module to Library Groups to provide a
way to separate and identify subscriptions between libraries.
