It would be helpful if there were a mechanism in Koha that would protect items
with specified statuses from being checked in without further interaction. For
example, if an item has an incomplete return on it, if someone checks the item
in, should Koha get a confirmation that all items have been returned, or that
the missing part has been replaced, or that the item was paid for, or the item
is being marked for withdrawal?
Perhaps a mechanism could be in place for check in, so we can specify what
statuses to watch for, and what options/reasons staff have to choose from in
response before confirming check in.
