To recreate:
1. Find any title whose items are in an item group and choose Add to Cart.
2. Choose any other title you want and Add to Cart.
3. Go to the cart and choose Place Hold.
4. Find a user to place the hold for and follow through.
5. Note that a title-level hold was placed on the record with the item groups
rather than being able to choose a specific group.
If you use Add to Cart and only choose a single item group title, it works
correctly (but why would you use Add to Cart if you were only placing one
hold?).
