Some patrons might want multiple types of delivery methods for a notice (both
text and email), but you can only turn on or off the digest. You cannot select
which type gets the digest and which does not.
The library should have the ability to lock which types require a digest. Our
libraries prefer digests for sms and phone, but would like the patron to have
the option for emails.
